So I have a US spec 240 and since I live in Germany BMW NA said I won't be able to receive the OTA updates. Does BMW put these online also so I can download onto a USB stick or just hope the German dealerships can push updates to the car?

No, BMW do not make the SW updates available online; you are going to have to go down the dealership route.
