Headlight leveling issue

Didn't know where to put this, but it appears this isn't exactly a rare problem, but I can't seem to figure it out.

Car is a 2011 with HIDs. Noticed the lights leveling themselves while sitting at a light, the next day they're pointed extremely low. When the car is turned off they'll go through their full range adjustment, and the side to side still works fine.

I read about the rear level sensor being broken or potentially bad, so I replaced it. Same issue. The headlights will go through their full range of motion on start up, or when the sensor is manually moved. However when driving they point extremely low, and they constantly make small adjustments. When stopped they will make several very small and erratic up and down adjustments.

The motors are obviously working, the suspension is stock and in good shape, the level sensor was replaced with new OEM. No codes. I'm kind of at a loss here.

There are front AND rear sensors attached to the lower control arms. Both on the driver side. Check both. I had the same issue, and my rear one was physically disconnected, so I had to remove the bracket and bend it back into shape so I could reconnect it.

If I understand it correctly, the front sensor is the one that steers the headlights and the rear is the one that levels them vertically.
My old rear sensor worked, I tested it by manually moving the arm, but I replaced it figuring it must be bad.

Nope. Side-to-side is driven by the steering wheel. The combination of front and rear level sensors drives the up/down. If you take a look at the sensor (you don't even have to jack up the car to look at it), it is only affected by the up/down motion of the suspension.
