Sluggish Accelaration in Winter

I have a ecu tuned x6 35i + catless. During the summer the car is a rocket
But during winter it has more noticable turbo lat and accelaration. Could it be because winter tires and air temperature? I have 20 inch tires 315 on the back and 275 on the front.

Garage List
Are you letting the engine warm up before you romp on it? I know mine has less power until the engine is hot. Which takes a while in winter.
