Help identifying an electrical wire

Hi, I have a 2010 E70 X5M.

Does anyone know what the wire running along the underside of the hood is? Looks like it has a couple of blue colored sensors (or some kind of electrical component).

The previous owner ran some wires along the outside of that factory wiring loom and wrapped everything in vinyl electric tape. The electric tape they used was failing and falling off, so I removed it all and re-wrapped everything with tesa tape.
