40d Weird Brake Issue

Wonder if anyone can help please - my 2010 Auto X5 40d has a weird brake issue.

At low speeds when the engine is idle I have amost no brake pedal, and the brakes in effect hardly work. On the open road driving normally the brakes work fine, will stop on a dime. Any ideas what may be the issue with this happening only when at really low speeds?

Vacuum pump or lines faulty ?
