This idea has legs.......most do it because they are just lazy or self obsessed or want to be on their phone with less traffic ahead of them. Making it at least mildly annoying might help this. I'd be down for that.

The freeways I use frequently have right lanes that have been savaged by truck traffic. Sometimes the condition is bad enough that it's uncomfortable in one of our sports cars. So I would agree to your idea only if you also made the trucks drive in the left lane all the time. Which I think would be a circular solution...
