This. Some states don’t care about emissions. Some are just looking for the CEL light to be off. Other states will let one or two of the readiness monitors to be “not ready” (which is what a tune generally gets you) and still pass. Other states like NJ will allow one monitor not to be ready, unless it’s cat monitor. Other people just deal with installing and uninstalling the downpipes every few years to pass.
