I don't understand your question.

Catalytic converters modify the exhaust stream, removing gases, pollutants and power.
Dropping the cats from your exhaust line-up will increase all of these, possibly causing your vehicle to fail to comply with local regulations for emissions.

Is your emission testing criteria based purely on whether your vehicle is throwing a code at the time of inspection or do they actually test content of exhaust gases?
