There is a S50b30US, there is a s50b30 (european) and there is a s50b32 (european).

As far as vanos goes: s50b30 (european): single vanos (I think on the exhaust side), s50b32 (european): dual vanos
US s50 and s52: single vanos (I think on the intake side)

Compare torque figures. There is a direct relation between torque and power by means of rpm's.
So to go into detail: the s50b32 also has a slightly higher maximum torque (but it also has slightly larger displacement). But to retain a good torque output at higher rpm's theres a tonne of mechanical adjustments needed, so yes, its mainly the high rpm, but to keep torque at that high rpm, you need those itb's, and you need those cams with crazy lobe profiles, etc etc.

As far as build, the s52 and s50b30US are quite different to the euro s50, also in the bottom end. The s52/s50b30us have more of an m50 bottom end.
