So maybe I'm using the wrong term. Is it called the exhaust valve? I'm referring to the "flap" / valve that opens when you get to higher rpms and causes you to hear the exhaust at a louder note. See the below link

I called the shop I've worked with in the past and they said they can secure it in the open position for $100. I figured for $100 it was worth trying. They did mention that opening the flap would reduce back pressure at lower speeds thus causing a slight reduction in low end torque. Then he said a tune would easily negate any of that.
Buttt, you mentioned the x pipe doesn't worsen the sound. I checked further and don't see any negative comments regarding the x pipe, only people wishing it was louder. I'm leaning toward the combination of
open valve/flap + x-pipe + Dinan tune.
