from what I've gathered, the vacuum lines keep the flap closed until enough pressure builds up (WOT) allowing the flap to open.
In my X6 removing just the lines does nothing. The flap mechanism itself needs to be zip tied or wired in the open position, otherwise once you let go it springs back to closed position.
