Does it drive ok? If so, beat out the damaged parts as well as you can, paint any exposed paint with as close of blue paint as you can buy, get trunk so it latches down. Make it functional and skip on making it look great. This could involve frame straightening but now the rear quarter pannels.
As a first car for you 16 year old brother, seems like it would be a good one to start with and very little to lose for this new driver. If I didn't have a car this would be far better than walking.
