Maybe you missed the "no speed limits / higher speed limits as a result" part.
Honestly I don't see much reason to go faster than about 90 when freeway cruising, and I'm perfectly comfortable at 85 with traffic doing 80-85. So if they bumped up to say, 75-80 mph limits instead of the current 55-65 that's really all I'd need.
And then on long stretches like I5 and I10 you could just remove speed limits entirely or bump them up to like 100.
