Based on how North Americans drive, probably a much quicker commute since there will be significantly less traffic on the roads as 50% would likely fail even the most basic tier.
I'm with him - that could be nice. Only issue then is my speed would really stick out like a sore thumb to the bored officer at the side of the road. Maybe we need the idiots after all.
