FIA are not saying anything about a front wing test,I've seen the Merc front wing as I'm sure many have with the the winglets rising up at speed.
Horner has called for a test in line with the one on rear wings in force now and FIA must end their feet dragging when it comes to getting Merc in line with the others, a glaring example is allowing them to keep DAS for a whole season ruling it illegal when Merc could easily change back to conventional steering.
