Not sure why you chose this of all things to call out. It's not illegal (at least not here in CA) and it's not necessarily dangerous or inconvenient to others either

It's one of many things but no one had mentioned it yet so I did. It's something I learned in driver's ed. class in high school. Just an example. I think one reason it's dangerous is say you're in a car waiting to make a right turn (the nearest lane to your immediate right) and is open and no one is coming into that lane when all of a sudden someone approaching from your left and while crossing the intersection decides to suddenly change into that lane you're turning in to.
I just think it adds potential risk in busy intersections by changing lanes in the middle of it. It's not illegal in CA but not advisable either.
