Front Bumper Reinforcement Rods Location

First post here, but am looking for assistance in the location of the front bumper reinforcement rods. We had removed them while doing some work but cannot determine where they need to be reattached. This is the only diagram I have been able to find showing the part (#1) but I cannot determine where I need to connect them to. Appreciate any help.
