E70 X5 Transfer Case Surging (ATC450)

2012 E70 X5 surging under mid to high acceleration. Dealer says that when they unplug Servo motor to Transfercase the problem goes away. It has an ATC450 transfercase. Does this mean the servomotor assembly is bad or something worse?
