It's all about the tire.. doesn't really matter about Diameter... Try to stay narrow if possible.
I've run Blizzaks on 20s for several years now... I've also run them on 18s and 19s. I've noticed that the width makes a bigger different than anything. One year I ran 315/35/20 blizzaks on the rear and I lost a noticeable amount of bite. I would 100% run snow tires in a Denver winter, especially if you head into the mountains. I lived in Boulder for 7 years so i'm familiar with the conditions you have.

No, it just looks like shit having the rim stick out an inch... I originally did this but ended up buying a set of 315/35/20s for the rear since it looked so bad/streched.
