What is that whirring / humming noise from under Glovebox?

I think we are on the same page. Just that I consider a fan or Hard drive "mechanical", as they have moving parts.

*OT* How can you hear a capacitor going out?? before it goes pop? Does it sizzle?

Any of you still hear this noise? I noticed that over the past few months the sounds I used to hear is less noticeable, I think I only heard it twice in the past 2 weeks. Can this be weather related?
