I have never seen these on a BMW. They are supposed to be BMW OEM....

Yep, someone posted them a moth or 2 ago - they are made by one of the big lighting manufacturers - BMW sells them as OEM, but you can just buy the them from Hella or whomever it was that made them for less money. If you look they list them under every single bmw model on realeom.

They are surely not plug and play. If you look at the wiring, it looks like you have to tap into the existing fog light wiring or some other power source. I would imagine the angel eye source would be the one you would want, since that's when you would want these to be on. Only thing is that on a 2011, this will require some tipe of custom mounting.
