expanding rivets for fender trim ..

For BMW part # 51777171004, expanding rivets

I DIY'ed my BMW side step kit. It was pretty straight forward, and the BMW side steps look great.

The only thing I can't seem to figure out are these silly rivets

I have everything back together except (2) of these rivets in each rear wheel well to hold the black fender trim in place. No matter which way I insert the plunger, the rivet does not "expand"

Can anyone shed some light on how to install these? thx
