Everywhere should implement this. Both going too fast or too slow should get a ticket

Time to move to Washington! Kudos to them. If going too fast gets you a ticket then going too slowly should get you one too. It is just simply inconsiderate to block left lanes when there are plenty of empty spots in the right lane.
