Exclamation need new tires

My stocks are probably at about 30% tread 285/35/21 front and 325/30/21 rears. They are the dunlop factory run flats.

My question is, if I replace them with Pirelli snow and ice tires, would it be alright to run those all year round? I live in Vancouver, BC so its rainy most of the year and its only hot for a few months out of the year.

Or I could keep these wheels for winter and buy a set of 22s next summer.

Are there any other tires in the 21" size which I could run all year?
