Lower grill removel

Hi guys
I am thinking of removing my lower grill and changing it to black. Does anyone know if I can remove the grill from the outside or do I need to take off the front bumper and remove it from the inside?
I have attached a pic of the grill I want to change.

I was under there to cut the lower grill to fit my retractable license plate. You can remove it without removing the bumper, but it's not easy. There aren't clips that I remember, but there are tabs on the grille that snap into openings on the bumper. You'll need a small screwdriver or something to push them out. I think if you start on the sides, you should be able to get your hands in there.
