OEM Sport suspension vs Bilstein HD or Sport

I've got a 2012 with the sport suspension and 20" wheels. It's firm. Part of it is tires, but I know the suspension does count for it too, with a very planted feel around turns, and bumps. High compression rate, and slower rebound.

What I'd like to know is how the Bilstein shocks compare to the BMW Sport suspension. They already claim it to be 20% stiffer than stock for the HD shocks. Is that 20% over the normal suspension or 20% over the Sport suspension?
