LCI tail light retrofit

I've searched any only found very few members that has done this. Is this really not a popular mod? Maybe because a costly subtle upgrade? I'm really interested in doing this, but worry about the coding issue... Any suggestion would help (experience, learnings, etc). Thank you!!
