2003 X5 heat/ac fan blower comes on/off while car is turned off

Greetings - first post and I have searched for this issue to not much avail.

Guessing it's either relay or computer.

The heat/ac fan blower comes on and goes off randomly when the car is turned off. I think this has been happening enough now that it has drained the battery a couple of times.

Prior to this issue, there have been times when putting the A/C on MAX the fan wont blow even if trying to manually increase the speed, it eventually comes on.
