Rear latch rattle?

I have an 07 X5 and just recently have been hearing an annoying clunking/rattling sound at low speeds when going over uneven pavement or bumps in the road. I have no idea what it could be but it is driving me nuts. I haven't had a chance to go to the dealer yet. Today I opened the rear hatch and noticed the latch hoop in the small tailgate has movement side to side and when I move it, it does make a clunking sound. There are two exposed bolts and I thought they were loose but when I went to tighten them they were tight but the hatch loop is still loose. Is this hoop supposed to be tight without movement? That is what I would expect however the two exposed bolts don't seem to tighten the hoop part. Any suggestions or "how-tos" would be greatly appreciated! Thanks,
