X5d no boost small turbo

Anyone have any idea why my 10 X5D has the small turbo not working properly?
History: Just had the needed deletes done and it does have vacuum to operate the flap between the small and large turbo.
Check over ALL the vacuum lines and no problems.
Malone tune
No lights
Didn't screw with internals of any mechanical parts like the turbo etc

Amazing power over 2500 rpms
Any ideas?

The rear most pressure converter or the vacuum line isn’t connected to the changeover valve.

OK problem solved! turns out the hose that was supplied for the EGR removal (vacuum line bypass) should have been a block off not a joiner!!!!! was just sucking air from atmosphere back around engina so hardly any vacuum. Wow is it good now.
Anyone else have the same problem just let me know and I can send a photo
