Coolent Line questions bolt?

So is this normal?

this line with a bolt in it?


and i was seeing bubbling antifreeze down in this small hole next to the radiator cap.


I broke the y that's in this line today so im replacing it, but the ones from the dealership have only 2 lines attached to them, and then there is no third line with a bolt inside it however on the OEM one it looks like this was put on with a permanent clamp.

Car is a 2007 e70 x5 3.0i
