18K miles Brake Rotor replacement

I noticed some brake performance change on my 2009 X5 with 18k miles.
The Rotor looks really worn down but the service check shows 11k to brake pad replacement. I worried and brought my car to the BMW dealer and he told me even when the rotor is "out of spec" and needs to be replaced they have to wait till the computer tells him that the break pad needs to be replaced.
I live in the hills and drive 1000 feet up and down couple time a day and he admits that the Rotor would only hold to about 18k right on my 18k miles what I have on my car. Is this correct? Do I have to drive with worn down rotors.
If I touch the rotors it is about 1-1,25 mm worn down each site of the rotor?
In addition he wants to charge me $180 for this because he could not replace the brakes.

Shouldn't cost you anything if it's still under warranty... Try another dealership.

I thought that's strange because I never had to do this on my Lexus rx300 or Audi q7

Just got the call from the BMW dealer and they told me that my rotors are"dished out" and even the might be out of spec they going not to remove the wheels and measures them because even if they need to be replaced the only replace them when the pads are worn down.

Update: Picked up my car and the BMW dealer detailed my car and put ne wipers on. I love this car and have to drive the worn down rotors for the next 9k miles. The dealers hands are tight up by BMW USA and they cannot replace the rotors before the computer says so (even the computer does not messure the rotors, only the break pads)
At least they did not charge me a dime what I was happy about.
