What's the average annual snowfall in the area?

Just a few inches a year in PDX proper. There are more chances of ice in the surrounding suburbs and hilly areas.

Schools often close with just 1-2" of snow on the ground. Apparently us West Coasters are ultra cautious... Or we're just not used to snow ;-) (Seattle is pretty much the same weather as PDX)

Those will be good in the rare dry times, and the majority of wet times. For winter when it gets to freezing, it'll work fine, just don't assume you can ice rally in them, nor run in the WRC... Like any poor driving condition, go slow, take your time, and watch ahead at everything around you.

Born and raised in New England, last 6 winters in Buffalo.

Rough weather isn't a worry, more afraid of the other guy and rookies who feel invincible

We west coaster don't know how to drive in the snow or rain. When it rains, and you would think we know a thing or two about it, the pace of traffic slows by about 30-40%. In the snow, 50% or more.

In SoCal, a dusting of snow requires chains to get up the mountains.

All-seasons, all the time.
Summer tires won't work in Pacific Northwest because the actual summer lasts 2 months. Winter (October - April) is typically 40F and wet. Too cold for summer tires. Yet winter tires make no sense either.
Ocasional trips to the mountains (snow there) are handled just fine by all-season tires. Especially in a AWD vehicle.
