I remember the incident with that big cover (or better sad, 'a' incident), but as RUS was a backmarker then, I don't remember penalties or not of course.

No penalty for Russell (car 63) during qualies and race.

It could be argued though that Russell didn't get a penalty for the PU change because it was only the second PU he had used during the 2019 season but that, AFAIK, FIA did count that PU engine change nevertheless (no waiver).

That was a A Hole maneuver by Max in PRACTICE. Too bad it was legal but I hope it will not be legal soon.
Also note that MAX then slowed down and Russel passed him so what was the point? Had he made contact in the tunnel it would have taken the remainder of the session to clear out the broken cars. Stupid move Max.

The pitlane is the only place where the Mercs can race-play with MAX .

In the race they won't see MAX (as always)!

This means that MAX's runtime in FP2 was very important for him and Gianpiero Lambiase .
The necessary data is really required from the FP's to be fast in QF and race !

Thankfully Max just managed to get two timed laps in on the mediums and another two on the softs but no thanks to those two dawdling Merc clots.

MAX didn't had time to sleep in the pitlane . MAX really needed data from the FP2 laps , because he didn't ran FP1.
Red Bull really needs data for the RB19 qualifying setup !

That's not schooled but using the extends of the rules.
If he was schooled he would've gotten a penalty.

It's normal for drivers (and teams) to seek the boundries of the rules. All great drivers did that.
