2011 E70 Door Won't open from the outside

I have a 2011 X5 E70 that the drivers door won't open from the outside. I pull the handle and it is just like the door is locked. It opens from the inside handle just fine. On researching this issue I find lots video's and info about a broken carriage assembly on the E53 but nothing on the E70. From the parts drawings I see that the inner door workings were changed on the E70 design. Am I going to need to replace the whole inner door handle assembly?
