Take a small punch and just push out the center, then pull the washer portion out...easy...

There just like a standard pop-rivet only "plastic" and the center pushes back through. Replace with a new one.

Also, take note of the size of the ones your replacing... theirs a couple of different sizes used between the front and rear. It took my parts guy a couple of times running back and forth to get the right ones...
