These DO have a clearcoat on them ( if its paint) The clearcoat just has a dull finish. We use it alot on the the lower fairings on motorcycles. BASF supplies alot of paints like this or you can just add a dulling agent to your clear coat during the spraying process.When Lamborghini was doing cars like that they were saying the worst part was keeping them looking dull. If you scratch it , you can't rub it out,,,,, because it gets shiny.
