Per the ordering guide, it does not appear that Active Steering is a standalone option and must be ordered with Adaptive Drive (just like with the 2012s). So I think it is a bug on the configurator.

Last year, there was the Sports Activity Package and the Sports Package (the Sports package having adaptive drive). Both required $1K to upgrade to the 20" wheels. ($1,400/$4,100) + $1,550 for active steering (going by memory here)

This year, you can get the Sports Activity Package and then add the Dynamic handling package (Adaptive Drive+ Active Steering = $1,400 + $4,300) So a $50 increase for 2013.

Unless you want the M Perf package. Then you are looking at $3,900 + 4,300 = $8,200. However that does include the extra HP and the 20" wheels plus the cool exhaust/etc. I'm betting that fewer people now get the Adaptive Drive....
