The differences aren't significant, but it is a difference for sure. Most notably the catless is going to give you faster turbo spooling, throttle response and more sound.
The catless definitely require a Tune to remove the CEL. The catted varies. We've had some customers not get a CEL, and some who did. You should be using a tune even with catted however.
