Wheels/tires might make a huge difference

Mine makes 20.1 mpg 80% city with alot of stop/go and short trips.
2012 x5d with 1293 miles.
I just bought a 2012, with the HUGE 315s on the back (275 in front) and I'm struggling to get 22mpg on the highway, going 65mph. I'm very surprised and a bit disappointed, to say the least. It's the same or maybe worse than my E53 3.0i.

These 20" RFTs are way too firm anyway, and the car handles way better than I need it to, so I may drop to 19s (or even 18s) with a higher profile, lower rolling resistance tire, with the same width on all 4 corners so I can rotate them myself.
