It's certainly possible the 20's felt harsh. I think road conditions are subjective to each driver.
My X5 search has many requirements, 20's being one of them, so I never drove an X5 with 19's. I was actually quite surprised by the 20's on Seattle's streets….felt very quiet, very smooth. But again, I think road surfaces and ride quality are completely subjective.
