Hold on... If a carseat is attached securely/properly even if in the middle, it's not going to become a projectile. Latch is super simple to use and I don't know why folks have a hard time with using a carseat with that system in place.
I also don't agree with the OP's original post about the line the cop said. That cop doesn't seem to be saying accurate info.
