Licensing/royalties. Navteq and others that gather this data, package it into a mapping system sell licenses to their software and database. The dealer is simply passing this cost along, I'm sure with their markup of course.

Don't blame the dealer. They didn't make the maps, they don't control the timing of updates, and being on the latest and greatest maps each year is usually not needed when only about 8% of the roads change in the ENTIRE North American continent... Every 2-3yrs is a good compromise unless you frequent heavily developed areas of new housing or roadways.
