The tire with more sidewall height will ride better on rough roads.

The tire diameter is virtually the same regardless of the wheel size - the just lower the sidewall profile of the tire as the wheel get's larger. The shorter profile with a large wheel has less "flex" and rides rougher on bad roads.

If you want a better ride change to a smaller wheel and a tire with a taller sidewall.
