You did the right thing - I'd call again and ask for a different service advisor. It shouldn't take them any time at all w/ the VIN to determine if the work was done. This is recall work, they should be taking better care of you then that.
If they won't help you the 2nd time, I'd ask to speak to the service manager. Or find a different dealer. Or call BMW NA to complain.
