technically can be "normal", as you stated you have a new "to you" bmw, so depending on climate and road conditions rust can occur even with low mileage/recent models
nothing a quick scrubbing with a caliper brush won't remedy....some even go so far as to buy a caliper paint kit to use after they clean the calipers...
