I assume cruise control is off.

Active cruise maintains speed and will brake as needed to prevent over speed.

The 4 wheel drive system can feel as though braking is occuring but it is just the torque resistance.

Hill descent control only works at low speeds so I doubt that is the issue.

Try putting the car in neutral when going down hill, the car should release and go freely downhill.
