The 2013 X6M also has the Powerdome hood from the original ActiveHybrid X6, in addition to the LED headlights and tail lights.
I doubt it will cost $15k to retrofit hood and lights. Apparently there is an
OEM retrofit kit for the LED lights. I found a thread on xoutpost where someone stated the cost of the kit is $5k, but I am not sure if that is for front lights or front and rear, I would check with a BMW dealer on that and cost of the hood.
The bumpers are the same. I am not sure about any interior or packages differences. You can try bmwconfig.com and see if they still have the 2012 up, if they do, you should be able to see any differences in options or packages.
Tough call, but with the retrofit kit you'll still save about $5k. It was easier for me because I ordered mine to be exactly how I want, taking a car from the lot was not an option, as I have not seen an MCB X6M with Mugello Red interior just hanging around a dealer lot around here fully loaded
