The BMW works team spends all their additional money on DTM. Keep in mind, BMW has gambled billions in electric & carbon fiber technology (hopefully it pays off). I'm sure the numbers are tighter than they were years prior. BMW Motorsport is directly involved with Team RLL, by the way. So funding comes straight from AG.
Edit: Keep in mind they also help fund a lot of the smaller privateer teams. They also have been rumored to be getting back in the F1 game as an engine supplier.
