The issue is with the drivers side headlight (outer ring). Both bulbs lit up 100% white on the passenger side outer ring.
Which makes me believe I did position them correctly.

Oh ya i know
i would just double check to make sure they are installed right and twisted in place all the way. Try to look at the inside of the inner ring and you should be able to see the light installed there. You will be able to see if its straight or for some reason crooked. Also were the headlights ever replaced on the car as that could make a difference
